EDIH Developed and Implemented an AI Chatbot for the Veliko Tarnovo Regional Administration

The European Digital Innovation Hub AI-EDIH (EDIH) has developed and deployed an AI-powered chatbot for the Veliko Tarnovo Regional Administration. The solution was implemented as part of the “Test-Before-Invest” service, through which EDIH supports public organizations and enterprises in testing and integrating innovative digital technologies into real-world environments.

The new intelligent assistant is now active on the official website of the Veliko Tarnovo Regional Administration (https://vt.government.bg/). Its goal is to assist citizens in accessing information regarding administrative services provided by the administration, as well as other current issues affecting the region.

The chatbot is built using the latest generation of Google technologies based on Gemini 3.0 and integrates cutting-edge AI approaches. The solution is powered by advanced technological concepts, such as:

  • Hybrid Model (Generative + Deterministic): Combines generative AI capabilities with pre-defined logic and rules.

  • Grounding with Data Stores/Knowledge: Ensures responses are based on reliable and verified information sources.

  • Omnichannel and Backend Integrations: Facilitates efficient connectivity with internal systems and digital resources.

This technological solution allows users to ask questions in natural language, eliminating the need to manually navigate through various sections and menus. Consequently, access to information becomes faster, easier, and more convenient, significantly improving interaction with the administration.

At this stage, the chatbot is operating in test mode. During its operation, the system will be progressively upgraded and refined, expanding its knowledge base and increasing the accuracy of its responses. The testing period is a vital phase in the solution’s development, allowing for the optimization of the assistant’s behavior and its adaptation to the real needs of citizens.

By developing the AI chatbot for the Veliko Tarnovo Regional Administration, EDIH continues its mission to support the implementation of intelligent digital solutions in the public sector and to promote more accessible, efficient, and modern administrative services for the benefit of society.
